KELOWNA – Kelowna’s Rutland neighbourhood will join the Frequent Transit
Network with links to RapidBus service by the end of next year. Construction
of a new transit exchange is now underway.
Kelowna – Lake Country MP Ron Cannan joined Kelowna – Lake Country MLA Norm
Letnick, Kelowna Mayor Walter Gray and BC Transit vice president of operations
and chief operating officer Mike Davis to celebrate the groundbreaking of the
new Rutland transit exchange.
The Rutland transit exchange will form a part of the Frequent Transit Network
and will provide commuters with direct access to the second phase of the Kelowna
RapidBus project once both are completed. The second phase of Kelowna RapidBus
is slated to begin in late spring of 2013. The Frequent Transit Network will
offer transit riders the convenience of service every fifteen minutes or better
during peak hours.
The Rutland transit exchange is funded in partnership through a $1.4-million
contribution from the federal Gas Tax Fund, $2 million from the government of
British Columbia and $1.1 million from the City of Kelowna for a total of $4.5
million to complete the exchange.
Construction of the Rutland exchange is also a part of the City of Kelowna’s
revitalization program for the area. In addition to an improved exchange in
Rutland, other exchanges will be upgraded at Queensway, Okanagan College and
Pandosy Village over the next two years.
Overall, the Phase 2 & 3 RapidBus project will result in four improved
exchanges, five new RapidBus stations, branded shelters and real-time passenger
information displays.
In total, the Kelowna RapidBus project – including the Rutland transit exchange
– will receive up to $46 million in funding from federal, provincial and local
partners.
Canada’s Gas Tax Fund provides stable, annual funding to local governments
to help them build and revitalize public infrastructure. In December 2011, the
Government of Canada passed legislation to make the Gas Tax Fund a permanent
investment of $2 billion per year. The Union of British Columbia Municipalities
(UBCM) administers the Gas Tax Fund in B.C., in partnership with Canada and
British Columbia.
The government of British Columbia launched the $14-billion Provincial Transit
Plan in 2008 with the goal of doubling ridership and reducing greenhouse gases
by 4.7 million tonnes cumulatively by 2020. The plan identified nine new RapidBus
lines in the high growth urban centres of Kelowna, Victoria and Metro Vancouver.

RapidBus privilégié pour les améliorations du transport
en commun de Rutland
KELOWNA – Le secteur de Rutland, à Kelowna, s’ajoutera au réseau
Frequent Transit Network grâce au service RapidBus d’ici la fin de l’année
prochaine. La construction d’un nouveau centre de correspondance est en cours.
Le député de Kelowna-Lake Country, Ron Cannan, le député
provincial de Kelowna-Lake Country, Norm Letnick, le maire de Kelowna, Walter
Gray, ainsi que le vice-président et chef des opérations de BC
Transit, Mike Davis, ont assisté à la cérémonie
d’inauguration des travaux du nouveau centre de correspondance de Rutland.
Le centre de correspondance de Rutland fera partie du réseau Frequent
Transit Network, et ses usagers auront directement accès à la
deuxième phase du projet de RapidBus de Kelowna, une fois les deux projets
achevés. La deuxième phase du projet de RapidBus de Kelowna devrait
débuter à la fin du printemps de 2013. Le réseau Frequent
Transit Network permettra aux usagers de profiter d’une augmentation de la fréquence
du service pendant les périodes de pointe aux quinze minutes ou moins.
Le projet du centre de correspondance de Rutland d’une valeur totale de 4,5
millions de dollars est financé dans le cadre d’un partenariat entre
le Fonds de la taxe fédérale sur l’essence (1,4 million de dollars),
le gouvernement de la Colombie-Britannique (2 millions de dollars) et la ville
de Kelowna (1,1 million de dollars).
La construction du centre de correspondance fait également partie du
programme de revitalisation de la ville de Kelowna pour le secteur de Rutland.
En plus des améliorations apportées à Rutland, au cours
des deux prochaines années, les centres de correspondance de Queensway,
du Collège Okanagan et du village de Pandosy seront également
modernisés.
Dans l’ensemble, les deuxième et troisième phases du projet de
RapidBus visent l’amélioration de quatre centres de correspondance, la
construction de cinq nouvelles stations RapidBus, ainsi que l’installation d’abribus
identifiés et de systèmes d’information en temps réel pour
les passagers.
Le projet de RapidBus à Kelowna, y compris le centre de correspondance
de Rutland, obtiendra 46 millions de dollars en tout de partenaires fédéraux,
provinciaux et locaux.
Le Fonds de la taxe sur l’essence du Canada offre un financement stable et
à long terme aux administrations municipales pour les aider à
construire et à revitaliser leurs infrastructures publiques. En décembre
2011, le gouvernement fédéral a adopté une loi visant à
faire de ce fonds un investissement annuel permanent de deux milliards de dollars
par année. L’Union des municipalités de la Colombie-Britannique
(UBCM) administre le fonds en Colombie-Britannique, en collaboration avec les
gouvernements du Canada et de la Colombie-Britannique.
La province de la Colombie-Britannique a lancé le Plan provincial pour
les transports en commun de 14 milliards de dollars en 2008 dans le but de doubler
le nombre d’usagers des transports en commun et de réduire les émissions
de gaz à effet de serre de 4,7 millions de tonnes d’ici 2020. Le plan
a permis d’identifier neuf circuits potentiels de RapidBus dans les centres
urbains à grande croissance de Kelowna, Victoria et Metro Vancouver.
