To understand how the current transit system is performing and determine the future transit needs of the community we have:

1. Consulted land use plans: Land use plans tell us about how much growth local governments are planning for in their communities and where.
2. Gathered demographic data: This data tells us about the current and forecasted demographic statistics for the region. It tells us how the region will grow.
3. Collected origin and destination data: This data tells us where people are travelling in the community on all modes of transportation.
4. Conducted a transit system review: This information will tells how people are currently using transit, current route structure, performance and history of the Victoria Regional Transit system.
