BC Transit has completed the UVic Campus Transit Plan. The plan forecasts future transit demand on campus and outlines both long and short-term options to improve the existing transit exchange, as well as actions that can be taken to support increases in transit ridership. The final report can be found here.

Summary of the key findings:

  • The plan identifies four long-term locations for a transit terminal that could potentially be integrated with other land uses on campus (e.g. a parkade or building). A final preferred location will be selected in the update of UVic’s Campus Plan (scheduled to commence in 2014), to take into consideration the development of other plans and facilities needed on campus.
  • A long-term solution is likely several years away and there is an immediate need for additional bus capacity on campus. The plan identifies short-term options to improve bus capacity on campus that will be cost effective and do not predetermine long-term planning concepts. The short-term options include pullouts for on-street parking on Ring Rd that could be converted to transit use and then re-converted back to on-street parking at a later date. A request for proposal is being developed to complete a design and cost estimate of the short-term improvements with the target implementation date for the fall of 2013.
  • The plan also identifies supporting actions that could be taken to improve transit services and the overall experience for transit customers, such as staggering class start times (to help reduce pass-ups at peak travel times), improvements to transit stops and amenities, as well as real-time transit information.

Once these short-term concepts are further developed, the options will be shared with stakeholders publicly in early 2013.

June, 2012

BC Transit and the University of Victoria (UVIC) are completing a draft report which will recommend preferred locations for a future transit exchange. These recommendations will be passed along for consideration to the UVIC Campus Plan, which is scheduled to commence in 2014. BC Transit and UVIC are also discussing options for expanding transit exchange capacity in the interim. The results of both planning processes will be shared with stakeholders publicly in the fall of 2012.

Thanks to those of you who attended our open house on March 17. We met with over 175 people at the SUB, and received some great written and verbal feedback.

Here’s what we heard:

  • A bus loop close to the Student Union Building (SUB) and bookstore (and planned Village Centre) is preferred, “as students consider the SUB the centre of the campus”.
  • There was support to keep major bus routes off Ring Road because of delays experienced at pedestrian crosswalks – instead, shuttle service should be operated around the campus
  • Preferred bus routes to and from UVic and on campus: route options 1 and 7 received the most support; option 5 is the least desirable (check out page 5 and 6 of the presentation boards to see the route options.)
  • Longer walking distances on campus would be acceptable if they are offset by faster transit service, more express buses and a campus shuttle
  • Reliability of service and pass-ups off campus are more of an issue than the frequency of service or walking distances on campus
  • There is a strong support for staggering class start times as a way to alleviate pass-ups and other service issues
  • Personal security is a concern at the bus loop at night, and for people walking across campus at night to the bus loop or a bus stop

BC Transit is working with the University of Victoria to develop a Campus Transit Plan that takes a look at how transit works today and creates a vision for the future of transit on campus.

This comprehensive plan will identify a preferred location and design for the transit exchange, bus stops and routes to and through the campus. It will also help address pass-ups, reliability and other issues.
