Funding for the Cowichan Valley Regional Transit System is cost shared between the Cowichan Valley Regional District and BC Transit.

Decisions about fares, routes and service levels are made by the Cowichan Valley Regional District, based on information and planning provided by the Municipal Systems Program of BC Transit.

The conventional system is operated by Greyhound Transportation Canada Inc. The handyDART and Rural transit services are operated by Volunteer Cowichan.
